Govt clamps curfew, restrictions to quell protests

Several injured in fresh clashes

Srinagar sept 7:

Fearing widespread protests against the killing of four protesters by police and troops yesterday at Pattan, state administration on Tuesday clamped curfew across Srinagar city while restrictions were imposed in other major towns and districts of Valley. At least thirteen people were injured in renewed clashes between forces and protesters.

Four people, including a teenager yesterday were killed when police and troops opened fire upon demonstrators in Palhalan area of Baramulla district. The killings set off violent overnight protests across Baramulla, Srinagar and other districts of the Valley. At many places forces opened fire after they failed to quell the demonstrators with teargas shells.

Reports and officials told Newspoint that curfew was clamped in almost all the areas of Srinagar after night long clashes at many places broke out between forces and the protesters, particularly old city.

Central Reserve Police Force (CRPF) personnel and police enforced strict curfew in Nowhatta, Gojwara, Rajouri Kadal, Khanyar, Rainawari, Safakadal, Kawdara, Hawal and other areas of the old city. Batmaloo, Maisuma, Kralkhud of the uptown Srinagar was also placed under stringent curfew.

Despite curfew and restrictions, people protested across the Valley for the second consecutive day against the killing of four civilians

Newspoint correspondent from North Kashmir said that after nightlong protests in various localities of Palhalan and Pattan, people assembled at the Srinagar-Muzaffarabad highway this morning and staged demonstrations, the people were protesting the killing of the innocent civilians.

At Pattan, angry protesters tried to march on the Srinagar-Muzaffarabad highway. However, CRPF and police burst tear smoke shells and resorted to cane charge to quell the marchers. protesters pelted rocks and stones on the forces triggering fierce clashes.

protests were reported from Tapper, Singhpora, Wussan and other areas.

Clashes also broke out in neighboring Sopore town this afternoon.

Reports said groups of youth in Bumai, Chinkipora, Arampora, Baba Yusuf, Iqbal Market and its adjoin areas this afternoon took to streets and staged demonstrations.At least three people, reports said suffered minor injuries in the clashes that continued till evening.

protests against Palhalan killings were also staged in Langate, Kralgund, Trehgam and other areas of the frontier Kupwara district.

Reports of protests and clashes were also received from all the four districts of South Kashmir.

In Shopian district, at least four people were injured when clashes broke out between forces and protesters.

In Pulwama district, clashes broke out between forces and protesters at Drangbal, Pampore when the latter tried to stage demonstrations against the Palhalan killings. Protesters were also locked in clashes with forces in main town Pulwama.

In Kangan area of Ganderbal district, at least three people were injured in clashes that erupted this afternoon between protesters and forces.

Reports of protests were also received from Dardpora, Dangerpora, Nagam, Chadura, Mochou, Ompora and other areas of district Budgam.

In a statement issued this evening, a police spokesperson said that barring few stray incidents of stone pelting, situation across Valley remained peaceful.

The spokesman said that miscreants’ attacked police station, Sopore in Baramulla district and Nowhatta in old city of Srinagar last night. However, police, the spokesman said chased away the stone pelting mobs with mild cane charge and tear smoke shells. In Nowhatta, nine miscreants, the spokesman said was arrested.

“In another incident in the night, about 800 miscreants pelted stones police station Karan Nagar. Police chased them away in which two persons got injured. One of the injured Asif Ahmed Bazaz was shifted to bone and joint hospital, About 80 miscreants’ pelted stones on CRPF deployed at Budshah Chowk. They were chased away without any one being injured,” the spokesman added

8 sitting Autumn Assembly session set to be stormy

Srinagar sept 08:

Even though the Autumn Assembly session beginning September 30 would have only eight sittings, the opposition parties are all set to have a hard go at the ruling alliance of National Conference and Congress.

The opposition parties are likely to corner the alliance on development of the prevailing unrest. The largest opposition with 21 members in legislative assembly, PDP would have a dart at the large scale killings in police and paramilitary CRPF action since June 11.

So far 79 people including kids and women have been killed in the unrest. Jammu based parties including BJP and National Panthers Party (NPP), observers believe, would oppose autonomy proposal to the state.

The Assembly Secretariat has already invited 10 questions from each MLA—five in starred and five in unstarred category.

Besides, five resolutions and private bills have been called from each MLA though only one each day has been reserved for them in the Assembly calendar that has been issued. Last date for submission of queries (starred as well as un-starred) and private member bill is September 9 while September 14 is the deadline for submission of resolution.

As per the schedule, there would be only eight sittings in 12 days session called to fulfill the Constitutional obligation of assembling the house once in six months. Out of eight sittings of the Assembly beginning September 30 and ending October 11, six have been kept for Government business.

As per the calendar, September 30 and October 1 have been fixed for Government business followed by holidays on October 02 and 03. October 4 has been reserved for private member’s resolutions.

October 5 and 6 have again been fixed for Government business while private member’s bills will be taken up on October 7. The Government business will again be taken up on October 08 and 11 while October 09 and 10 are holidays.

The legislative Assembly business would resume after a gap of more than five months after it was adjourned sine die on April 9 last.

Pertinently, under section 92 of the J&K Constitution, it is mandatory for the popular government to hold session of the Legislature within six months period.

Killings part of state terrorism: Geelani

Urges traders to desist from black-marketing

Srinagar sept 7:

Reiterating call for peaceful protests and strike tomorrow, Hurriyat Conference (G) chairman Syed Ali Shah Geelani on Tuesday said that the unabated killing were part of state sponsored terrorism.

“We condemn the killing of four unarmed protesters at Palhalan. The unabated killings of innocent civilians are form of state sponsored terrorism. The killings and atrocities should strength our resolve to take the ongoing struggle to its logical conclusion instead of disheartening us,” Geelani, said

Hurriyat Chairman had called a press conference at his Hyderpora residence this afternoon. However, the cops deployed there did not allow the media persons to meet him. Later, Geelani addressed the media men through telephone.

“I request youth to remain peaceful during demonstrations. No provocative slogans should be chanted that provide an excuse to the forces to commit atrocities and use brute force,” he added.

Urging the traders to refrain from hoarding and black marketing, the Hurriyat Chairman asked people to observe Eid-ul-Fitr with austerity.

Vowing to offer Eid prayers at Asaar-e-Shareef Hazratbal, Geelani said restrictions and curbs cannot prevent him from offering Eid prayers at the shrine.

SMHS ransacking: Police abandons probe against army

Srinagar Sept o7:

Police is learnt to have abandoned the investigation into SMHS hospital ransacking by army last month following the arrest of a militant who was undergoing treatment for gunshots in the hospital.

Newspoint has learnt that the police has discarded the investigation into FIR 33/10 filed against an army unit under section 447 (criminal trespass), 147 (rioting) and section 427 (damaging property) on August 23. The police had accused army’s 4 Para of barging inside the hospital in contradiction to Standing Operation Procedure to detain the militant who was undergoing treatment in the hospital. The army had allegedly beaten up the attendants of the patients besides damaged the hospital property. Following the act, police filed the case in Police station Karanagar against the army.

Pertinently, the militant was later detained by police. The militant had reportedly injured in retaliatory fire by security guard of MLA Sopore on intervening night of 18 and 19 August last. A SPO was killed and two policemen injured in the attack on the day as the MLA survived the bid.

A police official of the concerned police station refused a comment on the issue
