Eve-teasing picks up in city,

Bikers’ go Road Romeos

Eve-teasing picks up in city, authorities’ unmoved

Irfan Quraishi

Srinagar, Nov 28: The menace of eve-teasing eating the very vitals of conservative Kashmir society is picking up in few areas of Srinagar city and especially the college and school going girls are falling prey to road romeos.

Ironically the law guarding agency police is feeling helpless to put a check on the menace. The women especially the school going girls are feeling largely insecure on Srinagar streets and roads to a group of bikers making mischievous acts.

It may be recalled here that Romana hit and run murder case was also result of eve-teasing act by three youth, who recklessly crushed the girl to death on Hyderpora road. The gruesome incident had evoked violent protests before police managed to nab the culprits.

A scene was created at Rajbagh today, when three youth riding on a bike at a lightning fast speed nudged a girl on busy Rajbagh-Jawahar Nagar road. The girl fell down on the road as bikers fled from the spot.

Shopkeepers and passer-byes’ helped the girl re-gain the consciousness. Incidentally this correspondent was also present on the spot. “The bikers often trio makes mischievous acts like this on school going girls. They ride on bikes at a lightning fast speed, blow horn repeatedly, nudge girls and flee from the scene. During past ten days, it is the third incident of its kind, when a girl has been pushed down on the ground,” said a shopkeeper.

The trio (riding on bike) after few minutes lost control on the bike and struck two girls near Rambagh bridge. When asked about the number plate on the bike, a teen aged boy riding the bike fled from the spot. His colleague heckled, “He provided me the lift at examination centre. I do not know whether he nudged any girl in Rajbagh area,” he said pleading that he was not involved in any mischievous act.

Locals and shopkeepers said that youth wait outside the schools in Rajbagh and Jawahar Nagar area and follow girls as soon as they leave schools. They pass indecent comments on girls and often nudge them while riding fast on the bikes.

Parents expressed serious concerns over the safety of their daughters. “This is very unfortunate that youngsters are increasingly becoming vulgar and do such misdeeds. Girls are finding it very difficult to commute freely. My daughter who attends college talks about the mischievous acts often. Authorities should take practical steps for the safety of girls”, said Mohammad Akbar Khan, adding that if authorities maintained criminal silence it would be difficult for women to move out of their homes for work and studies.

Reports said that a group of bikers were also doing mischievous acts in few other areas of the city. The eve-teasing acts have rendered immense insecurity to the girls. Ironically police is expressing its helplessness to deal with the menace stating that youth involved in the act often belong to high profile families

“Youth involved in such acts belong to high profile families. We do take action against the youth involved in the eve-teasing acts but they get bailed out due to political intervention,” said SHO Raj Bagh police station adding that it was the moral duty of the people to come forward and help police to deal with the menace.

Unemployment guaranteed

Growing unemployment draws youth towards belt forces’

Irfan Quraishi

Srinagar, Nov 29: Growing unemployment has been a serious challenge for the successive governments in the state over past years. Jobless youth in the state leave no stone unturned in applying for the jobs.

In early 1990’s the youth would hesitate to join the belt force- Army and police but over past few years youth in large numbers are applying for jobs in belt force. In recent past, hundreds of youth from different parts of the valley went through physical tests at airport road Humhama Srinagar to join the border security force (BSF).

Hundreds of youth have joined Army, BSF and police in the past years. Besides trying hard for jobs in government departments, youth are showing overwhelming interest in belt force. Hundreds of youth queued up for trying their luck in BSF at Humhama and these included the graduate students’ also.

The response to the rallies has been unprecedented from the youth of the valley despite current unrest. Hundreds of youth were witnessed standing in long queue at Humhama airport road.

“Hundreds of youth turned out to test their luck for jobs during the current phase of recruitment and the response for the recruitment in defence has been overwhelming. Even the wave of unrest has not affected the response of youth”, said an army official, adding “We are looking for the well built youth especially from these far off and remote areas, which are badly hit due to the militancy. That is why we chose district wise venue for the recruitment rally”.

In the past too, there has been great enthusiasm seen amongst the youth in Indian army and educated jobless candidates from remotest areas from different parts of valley have come forward to join the force.

“Earlier youth used to travel to Srinagar or Jammu to take part in the recruitment rallies but now army has decided to reach to their door steps to persuade them join belt force and for that Army especially held recruitments in different parts of valley,” said an Army official.

Talking to this reporter youth said that ever-growing unemployment scenario has forced youth to join belt force. Belt force has become one of the largely sought after jobs in the valley.

“My parents are eager to see me as a soldier to serve the nation and I want to travel and see the entire India and like to live an adventurous life, it is the army which has all these facilities. Also army offers good salary,” said Zubair Ahmad a candidate who had come all the way from Qazigund to take part in the recruitment rally.

To avoid any ambiguity and keep the high level of transparency in the documentation process of the recruitment drive BSF authorities used the technique of biometric scanning.

“It was first used in a recruitment rally at Jammu on trial basis and now from here we have used this technique on full time basis. The technique involves relating of thumb impressions and photographs with each other. It easily recognizes the thumb impression of the person and relates it to the photograph,” an army officer told The Newspoint.

It can be also viewed that obviously the inclusion of youth in army or other defence agencies would demoralize the militants and attract the more youth towards army.

Many youth said, “We have left with no option other than to join BSF, CRPF, and Army or police because Kashmir is badly hit by unemployment. No other department is advertising any vacancies’. I am post graduate in Science but after waiting for years to get the job, I finally sacrificed and decided to apply in BSF”, said Reyaz Ahmed of Srinagar.

Deadly AK rifles to now fire rubber bullets

Deadly AK rifles to now fire rubber bullets

Newspoint Bureau:

This will soon be a reality with trial runs for firing such bullets from Kalashnikov automatic rifles to control mobs having been completed.

A decision to this effect was taken here during a meeting of senior officials of the Ministry of Home Affairs which has constituted a special group for analysing various methods needed for controlling violent crowds with least force in the backdrop of large-scale violence in the Kashmir Valley this summer, official sources said here today.

The sources said that the Defence Research and Development Organisation (DRDO) has conducted the field trials for using the weapons, first of which were introduced in 1947.

They would be seen in action soon particularly in the Valley, they said.

The use of rubber bullets will lessen the risk of fatalities while controlling crowds, the sources said.

The AK-47, a selective-fire, gas-operated 7.62x39mm assault rifle, was first developed in the Soviet Union by Mikhail Kalashnikov. AK-47 stands for Kalashnikov automatic rifle, 1947 model.

The rubber bullets from the AK-47 rifles may not prove fatal if not fired from a close range and if they don't hit a vital organ, the sources said.

Another riot controlling device that has been cleared is the 'dazzler' which uses laser beams to disperse mobs by causing temporary blindness.

These may be handed over to security forces operating in Kashmir-like situations soon, the sources said.

The dazzler may help in restricting stone pelters as it can be used towards individuals, rendering them temporarily blind. These devices can be useful in restricting mobs between a range of 50 metres to 250 metres.

Jammu and Kashmir Police, which has been facing allegations of using excessive force for mob control, have got two new weapons in its armoury -- pump action and riot control guns -- which are non-lethal but can injure a person indulging in violence.

While the pump-action gun, popularly known as "shot gun", has been put to use, the anti-riot gun, which fires plastic bullets, has also been handed over to field units in August this year.

Chief Minister Omar Abdullah had requested the Centre to take immediate steps for producing a non-lethal weapon as a number of people had died when police and security forces opened fire to disperse violent demonstrators in the Kashmir Valley.

Following Omar's request, the ordnance factory at Jabalpur produced such rifles which were handed over recently to the state police.

The anti-riot gun, manufactured in the shortest possible time by the ordnance factory, fires plastic bullets which after being released from the weapon disintegrates into 40 small projectiles hitting a number of protesters.

A pump-action rifle or shotgun is one in which the hand grip has to be pumped back and forth in order to eject a spent round of ammunition and to chamber a fresh one. It is much faster than a bolt-action system and somewhat faster than a lever-action system during reloading.

Plastic bullets are hollow based plastic cylinders and are designed like a flat nose. The propulsion is provided only by the primer, and the slow moving plastic bullets may be captured undamaged and reused numerous times. Such bullets are meant to cause pain but not serious injury and can result in contusions and abrasions.

11 die in Russian plane crash

Karachi: A Russian cargo plane crashed in a fireball into a naval residential compound seconds after taking off from the airport of the southern Pakistani city today, killing at least 11 people -- all eight crew members on board and three persons on the ground.

The Russian-made Il-76 aircraft, which came from the UAE and was headed to the Sudanese capital Khartoum, crashed near Dalmia area within the cantonment in Karachi at 1.50 am local time. It went down in a part of the naval compound where new apartments were being built.

The ill-fated aircraft came down two minutes after taking off from the city's international airport, said Civil Aviation Authority spokesman Pervaiz George. All eight Russian crew members were killed, he said.

The bodies of at least three construction workers were found in apartments being built at the site, Geo TV reported.

Recovered bodies were badly mutilated and beyond recognition, officials said, adding several people were also injured.

"The case has been transferred to the Crime Branch. This special wing is working on the case and have asked for the FIR details which was registered in the local police station," a crime branch official said on condition of anonymity.

The Crime Branch of the city police usually probes underworld-related or sensitive in nature cases.

Secretary of the department Gurudas Bajpe gave a written complaint to the Marine Drive police on Friday night about the missing papers.

Radia Tapes: Ratan Tata May Move SC

New Delhi, Nov 28: Critical of the "unauthorised" release of tapes of his conversation with PR consultant Niira Radia, the USD 73 billion Tata group chief Ratan Tata may move the Supreme Court tomorrow to seek action against those behind the leakage.

Tata may invoke Article 32 of the Constitution, claiming that his Right to Life, which includes right to privacy, has been breached by the leakage of these tapes.

Under Article 32, any person who feels that his fundamental rights are violated can straightaway move the highest court of the country seeking redressal of the grievance.

The petition, where Union of India is sought to be made a respondent, seeks that responsibilities be fixed on who leaked the tapes -- recorded by the Income Tax authorities in 2008 and 2009 -- that were meant for investigation.

Asked about the petition and its details, a Tata group spokesperson declined to comment.

Some of the conversations between Tata and Radia, whose PR firms have been engaged by the group, relate to personal details that could no way be part of investigation, Tata is expected to argue in the petition.

In the wake of 2G spectrum allocation scam allegedly involving Rs 1.76 lakh crore, some magazines published taped conversations Niira had with politicians, journalists and industrialists. Some of these tapes have also come up on various websites, stirring a major controversy over the alleged nexus between the lobbyists and journalists.

In an interview to NDTV on Thursday last, Tata had said that the agencies had been given a special right to be able to invade people's privacy for national security or for enforcement of law.

"So they can do so. That additional power is a very special power which has to be exercised with a sense of responsibility. The content needs to be held for prosecution purpose and not be misused, and certainly to go out to have a field day with.

There doesn't seem to be prosecution on the one end and there doesn't seem to be confidentiality on the other," he said.

"I have listened to some of the tapes and you know I am not a Delhi resident... But I wonder to the great extent if other people's phones were tapped whether we would get similar kinds of conversation. I do not know if she has the power to influence the Cabinet appointments or anything of this nature," Tata said.

Asked about who could be behind these, Tata said: "It could be enemies in the government, corporate rivals, I couldn't say. It is not a natural thing."

He was responding to a question whether corporate rivals were behind the attack on Radia-led Vaishnavi Corporate Communications, which represents Tata Group firms.

Explaining how the group decided to hire an external agency to represent it, Tata cited the allegations that the group was "hobnobbing with the extremists in Assam" and said, "every time we had tried to do anything it was a defensive move, rebutting or denying or usually we got relegated to a back-page of newspapers.

So we decided that why do we not go out and seek a firm to represent us and that's how we, in fact, came together with Niira Radia who formed this company."

Tata also asserted his group has never overturned the government policy or used Radia to make payments or to seek favours.

"We have advocated level-playing fields. We have advocated changes in policy through her or directly. But never once have we done something to exploit a political or a policy issue. Never once have we used her to make payments or to seek favours and we have had a good professional relationship with her," he said.

On Niira's conflict of interest in view of her other corporate clients, Tata said that going forward she would have to take call on business relations with his group because of her handling the accounts of Mukesh Ambani-led Reliance Industries.

"Today, with the two sides (Ambani brothers) coming together I think there are more of a chance with conflict. Today, Niira would eventually have to make up her mind what she wants to do."

2G Probe: ED to summon officials, Raja aides soon

New Delhi, Nov 28: The Enforcement Directorate is likely to soon issue summons to some government officials, including two who were considered to be close to former telecom minister A Raja, in the 2G spectrum scam probe.

Sources said the ED, which has registered a case under the Prevention of Money Laundering Act (PMLA), may summon certain officials including R K Chandolia and A K Srivastava, who worked with Raja.

Chandolia, who was personal secretary to Raja at the time of the controversial spectrum allocation in 2008, was sent back to his parent department -- Indian Economic Services -- within days of new Telecom Minister Kapil Sibal taking charge.

The sources said they are likely to be quizzed on the allocation process, the alleged role played by corporate lobbyist Niira Radia and on their income tax returns and investments. The questioning would be based on information collected by various agencies including the CBI, Income Tax Department and the ED itself over the last over one year.

The questions will be about the allocation process, including the controversial first-come-first-serve basis. They said questions would also be asked about the alleged role played by Radia and her dealing with them if any.

Sources said the officials would also be asked to submit all details about their income, their annual IT returns for the last few years and details about their investments both in movable and immovable assets besides their foreign travel.

The statement given by Radia will also form the basis of their inquiry, they said. The Directorate recently questioned Radia for about seven hours during which she had given an over 20-page statement.

Meanwhile, sources said the ED, which has already issued summons to certain firms which bagged spectrum in 2008, are currently sifting through several thousand pages of documents submitted by them during the first round of questioning.

The ED probe into the case is expected to unravel the murky trail of suspected money laundering allegedly linked with the spectrum allocation.

Former telecom minister A Raja was forced to resign earlier this month after a damning report on the spectrum allocation by the Comptroller and Auditor General.

The CBI is also probing the alleged scam and had recently told the Supreme Court that they will file a chargesheet in the case within three months.

The agency had also said it will take two months to complete the investigation as it was examining transcripts relating to 5,000 calls (out of which 3,800 have been analysed), 6,000 files and 80,000 pages of documents.

Soz welcomes rehabilitation policy militants

Jammu, Nov 28: The rehabilitation policy for militants returning from Pakistan and Pakistani Kashmir is "a welcome and humanitarian step", the Congress' Jammu and Kashmir unit chief Saifuddin Soz said Sunday.

Talking to media persons at Satrian village in Ranbirsinghpora, close to the India-Pakistan border, about 30 km west of Jammu, Soz praised Chief Minister Omar Abdullah for "getting this policy approved after talking to the union home minister (P.Chidambaram)".

"I think this is a welcome step," he said on the sidelines of a function organised by state Medical Education Minister R.S. Chib.

Soz's praise for Abdullah is seen as a change as he is regarded as a critic of the chief minister and has been criticising him directly and indirectly for quite some time. It is also the first time since the policy was adopted by the state cabinet Nov 22 that any Congress leader has openly spoken in favour of it.

Soz said that the policy has a "humanitarian angle as it creates opportunities for the return of the youth who had gone across (the border with Pakistan). This should be seen through the humanitarian angle and not as a danger to the nation".

"There are safeguards in the policy. I think those would be adhered to," he said.

The policy entails the return of more than 3,000 Kashmiri militants and their families to the state and their rehabilitation. On their return, they would also be provided with employment opportunities....

I forgot what life is all about ... I forgot what it meant to cry ... I forgot that pretending to be happy Doesn't make you happy ... And that pretending to be smart Doesn't make you smart ... I forgot that you can't just forget the past In fear of the future ... I forgot that you can't control Falling in love .. And if you really do fall in love, Then you can't make yourself fall OUT of love .. I learned that I can love .... I learned that it's okay to mess up .. And it's okay to ask for help . And it's okay to feel like hell . I learned it's okay to complain and whine To all your friends for a whole day ... I've learnt that sometimes the things You want most, You just can't have. I've learnt that the greatest thing About life isn't the parties or the hook-ups ....

The wife and the window

The wife and the window

A young couple moves into a new neighborhood. The next morning, while they are eating breakfast, the young woman sees her neighbor hang the wash outside.

That laundry is not very clean, she said, she doesn't know how to wash correctly. Perhaps she needs better laundry soap.

Her husband looked on, but remained silent. Every time her neighbor would hang her wash to dry, the young woman would make the same comments.

About one month later, the woman was surprised to see a nice clean wash on the line and said to her husband: "Look! She has learned how to wash correctly. I wonder who taught her this."

The husband said: "I got up early this morning and cleaned our windows!"

And so it is with life: "What we see when watching others depends on the purity of the window through which we look. Before we give any criticism, it might be a good idea to check our state of mind and ask ourselves if we are ready to see the good rather than to be looking for something in the person we are about to judge.

Women victims of relentless violence in Kashmir

Women victims of relentless violence in Kashmir
Sanam Aijaz
Srinagar Nov 24 2010:
Over the years, the turbulence in Kashmir valley marked with unprecedented wave of unrest amid spiraling violence has affected every aspect of life to the hilt. Women in Valley have been worst sufferers as they have borne the brunt of violence for over past two decades. They have been raped, tortured, maimed and killed. Some of them have even been jailed for years. Experts believe that the relent-less crime committed against women by the security forces’ over the years has rendered them feel immensely insecure and it has largely contributed in growing psychological disorders amongst women. The official apathy in punishing the perpetrators of violence against women has added to their woes. Though security forces are deployed for what government claims the security of the people in strife-torn Kashmir valley, yet they have not only been alleged for vomiting gross human rights violations but also putting people especially women at psychological stress. Rape and murder of two young women Neelofar and Asiya Jan in mysterious circumstances last year at Bongam in Shopian district, which evoked violent protests across the valley and a shutdown in Shopian for over two months is the most shocking and recent incident of crime against women in Kashmir valley. There have been numerous incidents during past years in which women have been made soft targets and raped, tortured and even killed by the security forces. The Kunan Poshpora incident in Kupwara district, in which army was accused of raping at least 65 women including a 70-year-old woman during a cordon and search operation on February 23, 1991, is yet another shocking incident of crime against women. These excesses committed by security forces in the valley have rendered immense insecurity amongst women and they have become the victims of psychological disorders.
Vulnerable to attacks as has been witnessed during past years, women feel largely insecure due to the heavy presence of security forces’ across the valley. Experts here believe that the presence of troops is increasingly resulting in psychological disorders in women. Besides other influences of con-flict on the women, the heavy deployment of security forces in nook and corner of valley is leading to psychological disorders amongst the women of Kashmir, reeling un-der turbulence for over past two decades. The commencement of insurgency in early 1990’s saw heavy deployment of security forces in the valley. Since then, more and more troops have been deployed across the valley. The ongoing unrest in valley since June 11 this year witnessed even more shocking incidents of violence in which at least 111 people, most of them youth have been killed and hundreds others injured. Cops wielding automatic weapons and carrying bamboo sticks could be seen guarding roads, markets and streets in Srinagar and other major towns of the valley. This has become a every day routine in the valley especially since June 11 after a killing of teenaged boy in security forces’ firing triggered a cycle of protests and violent clashes across valley. This has not only developed a fear psychoses amongst the women folk of Kashmir but has also triggered psychological disorders in them This can be largely attributed to the unlikely incidents of killings, disappearances and physical as-saults which women largely relate to security forces.“Every time I see security personnel, I am reminded of my cousin’s death. The whole incident of his death flashes before my eyes and sometimes I cannot help myself crying,” said Ayesha, a college student who lost her cousin in cross firing some years back. The frequent incidents of molestations and physical assaults that have been reportedly committed by the security forces’ across the Valley have rendered insecurity among women folk, who feel vulnerable to attacks by security forces’.“There have been numerous incidents and cases of molestation committed by security forces here.Incidents like these are so strongly embedded in our minds and every time I come across security personnel, I shiver with fear. I always make sure that I do not walk alone in the areas which have heavy troops presence,” said Amira. She added that her mother ac-companies her every time she leaves home for school, “because there is a bunker near our house and my mother wants to make sure that I safely get into my school bus,” adds school going Amira.
According to the experts, one of the major contributors of growing psychological disorders amongst the women in Kashmir is the presence of security forces’ and the crimes committed against women by security forces for over past two decades.“Security forces are meant for security in any part of the world. But in Kashmir they have a different meaning. The presence of security forces is related to fear and threat, which affects psychologically.” viewed a psychologist He believes, as women have been the victims of all violent incidents in the Valley, be it, killings disappearances, arrest or molestation, the fear has developed more amongst them.“The 20 years of turmoil has witnessed tremendous increased in the percentage of psychological disorders and depression in the valley, and women form 80% of such patients. This is so because women have been the ultimate victims of all that happened, amongst which physical assault is most grave,” he added
According to a study by the Medecins Sans Frontiers conducted in 2005, women in valley are among the worst sufferers of sexual violence in the world. The study revealed that sexual violence against Kashmiri women was much higher than that of Sri Lanka Chechnya and Sierra Leone.

Black or dark circles

Black or dark circles

Black or dark circles under or around the eyes can be caused by many different factors. Most people inherit the tendency for dark circles. The following are the most common causes of those unattractive dark circles.
• Fatigue, lack of sleep: A lack of sleep or excessive tiredness can cause paleness of the skin, which again allows the blood underneath the skin to become more visible and appear more blue or darker.
• Nutrition: The lack of nutrients in the diet, or the lack of a balance diet, can contribute to the discoloration of the area under the eyes.
• Stress: A too fast-paced lifestyle, especially if you spend long hours on the computer can contribution to black bags under your eyes - perhaps mostly because you don't get enough sleep.
• Heredity: Like varicose veins, dark circles under the eyes are usually an inherited trait. If you have dark circles, there is a good chance that others in your family also have them. The skin under the eye is very thin. When blood passes through the large veins close to the surface of the skin it can produce a bluish tint. The more transparent your skin, also an inherited trait, the darker the circles appear.
• Exposure to the Sun: Even in darker skinned people, exposure to sunlight, especially during the summer months, can cause a higher-than- normal level of skin pigmentation (melanin) under the eyes. People get suntans because exposure to the sun increases the natural pigmentation of the skin and draws that pigmentation to the surface. The same principle applies to the skin under the eyes.
• Allergies, Asthma and Eczema: Any condition that you have that causes your eyes to itch can contribute to darker circles under the eyes because rubbing or scratching the skin can darken the skin. Hay fever sufferers particularly will notice under-eye "smudges" during the height of the allergy season. Some food allergies can also cause the area under the eyes to appear darker.
• Medications: Any medications that you are taking that causes blood vessels to dilate, can cause circles under the eyes to darken. Because the skin under the eyes is very delicate, any increase blood flow shows through the skin.
• Pregnancy and Menstruation: The skin can also become more pale during pregnancy and menstruation, which again allows the underlying veins under the eyes to become more visible.
• Age: If you have a propensity to have dark circles under you eyes, as you grow older, they are likely to become more noticeable and permanent. Excess folds of skin under the eyes will also make dark circles more pronounced.
• Adrenal exhaustion
• Kidney energetic deficiency - recognized in Chinese medicine.
Natural Remedies

• VisionTone and Purple Gold Cream: According to Chinese medicine, dark circles under the eyes is often due to what is referred to as "Kidney Deficiency". This does not necessarily relate to the Kidney organs, but more to the Kidney "meridian", or flow of energy. VisionTone is an excellent Kidney tonic. Kidney deficiency can be caused by a number of reasons including: lack of sleep, chronic stress, poor diet, lack of exercise, excessive drinking, smoking, drugs, etc.
Eight hours of sleep is a must for all of us, especially for people having dark circles under their eyes.
• Diet: Eat a whole-foods, plant-based diet, drink plenty of water (eight 8-ounce glasses daily), and avoid alcohol, coffee, tea and caffeinated soft drinks. These go a long way in preventing bags, circles and wrinkles.
• Tea Bag Treatment: Try applying a cold compress of rosemary tea to increase circulation, which helps reduce swelling around the eyes. Make tea by bringing a half-cup of fresh rosemary and a quart of water to a boil. Steep for 20 minutes, then strain and chill. Soak a washcloth in the tea, ring out extra liquid anal place over eyes for 15 to 20 minutes, once a day, as needed.
• Acupressure: Another circulation- boosting treatment is acupressure. This is an easy exercise that you can also do every day. Close your eyes and gently press your ring finger underneath one eye, moving from the inside corner to the outside corner. Do this 10 to 15 times. Then repeat on the other eye.
• Cold compress: Close your eyes and cover them with a cold washcloth for about five minutes. Repeat several times throughout the day. That will help constrict your blood vessels, minimizing darkness, and it may help minimize tissue swelling and eliminate some of the darkness.
• Moisturizer: To minimize the appearance of bags, plump up skin with moisturizer, one that contains vitamin C, an antioxidant that protects skin cells from damage and supports collagen production; licorice (or fennel) extract, an anti-inflammatory; and stabilized oxygen, a form of hydrogen peroxide that promotes circulation.
• Spread on the sunscreen. Use a sunscreen especially made for the face with a sun protection factor (SPF) of at least 15, but preferably 20, "all day every day," to keep the sun's rays from darkening the skin under your eyes,
• Freeze some parsley in ice cubes. Use the parsley cubes instead of eye creams to diminish dark circles and puffiness. Parsley is packed with chlorophyll which helps fade darkness, while the ice cubes reduce the swelling.

• Potato/Cucumber combinations are helpful.
o Close your eyes and cover eyelids with slices of raw potato or cucumber for 15-20 minutes. Wash with warm water and apply a cream.
o Grate a cucumber, squeeze to take out its juice and refrigerate. Make a mixture of lemon juice, lanolin cream and cucumber juice and apply around the eye for 10-15 minutes.
o Dip some cotton in a 1:1 mixture of potato and cucumber juices. Put the cotton on your eyelids and keep for 20 minutes. Wash your eyes with cold water.
Lemon/Tomato combinations are helpful.
• Apply a mixture of lemon and tomato juice(equal parts) on the black circles 2 times a day.
• Make a paste out of the following:
o 1 tsp. tomato juice,
o 1/2 tsp. lemon juice,
o a pinch of turmeric powder, and
o 1 tsp. of flour.
Apply around eyes. Leave on for 10 minutes before rinsing. Apply a paste of turmeric powder with pineapple juice for dark circles under the eyes. Apply crushed mint around the eye. Massage with almond oil under and around eyes at bed time daily for 2 weeks and see the improvement. Almond helps to remove dark circles, and is an excellent "skin food". Vitamin E Rub the area with a powdered Vitamin E capsule and wipe off with a mixture of honey and egg white. Put hot and cold cloths alternatively under eyes for 10 minutes. Then apply some almond oil on the dark surface before going to bed. Smooth Puffy Eyes with Egg White: Astringent egg white tightens your pores and reduces puffiness. Additionally, its high concentration of the B vitamins promotes circulation and reduces inflammation. Check with the farm that produces your eggs to make sure they have been tested for Salmonella, a bacteria that can cause serious infections, cautions Annie Berthold-Bond, the Rhinebeck, N.Y.-based author of Better Basics for the Home (Three Rivers Press, 1999). Use your fingers to dab 1/2 teaspoon of one raw egg white onto the clean, dry skin around your eyes, avoiding your eyes themselves. Leave it on until it dries, about 15 minutes. Then rinse the area well with warm water and wash your hands with soap and water.

Art of Flirting .

The Magic of Flirting
Flirting is the way most people determine whether or not a member of the opposite sex is interested in them. Following is a quick outline on how you should go about the complex, sometimes fun, sometimes not so fun, task of flirting. It all beings with your approach.

The Approach

One person approaches the other. They move into closer physical proximity. This much is clear: NO approach equals NO possibility of initiating contact. You must approach!

Example: A woman sits down next to a man in a coffee shop, or a man stands near a woman in a dance club. This is the first step. Once you approach, you begin looking for the signs.

The Signs

The person who has been approached will always signal the other's presence in some way?a sign. This signal is not like a train whistle, however, more a subtle body language which you can learn to recognize. For example, he or she simply may look up, move over to make room, nod slightly, or signal with a glancing eye contact.

A display of total obliviousness to the one who is approaching generally indicates lack of interest altogether. Don't be discouraged. But if the one you approached shows absolutely no interest, then it's time to re-group and try again. But let's say the approach works. You have your positive acknowledgement, now what? Time to talk

The Verbal Exchange

The two people may then engage in a mild verbal exchange about impersonal, unimportant matters such as the weather or the scene around them. The key word here is MILD.

This is the classic place for the clever "line," but cleverness is not required. At this point, a verbal exchange is not for the purpose of sharing valuable insights about life or determining philosophical compatibility. It is just a vehicle to further the developing contact.

Examples: Verbal overtures might include anything from "please pass the pickles" to "your looking great tonight", to "have you seen the waitress?". Without some form of verbal response, it is highly unlikely that the next step will occur. Let's say all is going as planned. Time for body language.

Body Language

Over a period of time, a couple that has begun to talk may also begin to orient themselves physically to one another, to turn toward one another until, if all is goes well, they are fully facing one another. This is your goal.

This step can take minutes or hours . . . or weeks or months . . . to achieve. Yet, without this physical reorientation toward one another, not very much can ever happen, so give up on people who turn their back toward you for long periods of time! But if they don't?

Touching

The woman or the man (most often the woman) touches the other in a light, fleeting way. Examples: A couple might accidentally brush their hands against one another while reaching for a drink, or the woman might pat the man on the arm in the middle of a shared joke. The exchange of very subtle, almost glancing touches may continue for some while, and if all goes well, can escalate into the casual affections shown by couples who are dating. If you've reached this point, then flirting has now become the beginning of a relationship. The Art of Flirting should always end with the beginning of a relationship. Now get out there and flirt.

The Art of Flirting is really the Art of making first contact. You only have one shot at making a great first impression. By following some of the guidelines we've established in this article, you should now be equipped to locate, approach, and ascertain whether or not your subtle flirting has opened the doors to a new and exciting relationship.
